Accountant (part-time or full-time)

Resource Matters is a Belgian non-governmental organization (NGO) dedicated to promoting transparency and accountability in the natural resource sector, with a particular focus on the Democratic Republic of Congo (DRC). We carry out research, advocacy and policy engagement activities to ensure that resource wealth benefits local populations.

Since 2022, Resource Matters has worked with an accounting firm to maintain its double-entry bookkeeping (winbooks), while also keeping internal ledgers within the organization to enable smoother day-to-day management. The organization now wishes to bring an in-house accountant on board as a full-fledged member of the team.

As such, Resource Matters is seeking an accountant for its Brussels headquarters to support the organization’s financial management and ensure compliance with Belgian financial regulations as well as donor requirements. The accountant will work closely with both the operations and programme teams.

This position is open to experienced candidates seeking a part-time commitment (50-70%), as well as to young professionals wishing to specialize in NGO accounting and commit to a full-time position. A five-day-per-week role may be considered for candidates with strong growth potential within Resource Matters.

Responsibilities

Accounting and Financial Reporting

  • Process accounting entries and budget allocations in Resource Matters’ accounting system
  • Ensure analytical encoding and align program costs with donor budgets in coordination with program and management teams
  • Produce monthly financial reports for internal and external stakeholders
  • Ensure timely and complete annual account closures and support year-end financial analysis

Financial Compliance and Audits

  • Assist in preparing donor financial reports; ensure compliance with reporting obligations, including eligibility rules and deadlines
  • Support audits by providing required documentation and explanations
  • Ensure compliance with Belgian financial regulations and procedures

System Transition and VAT Declarations

  • Support the full transition to Winbooks to improve financial tracking and reporting
  • Ensure timely submission of Belgian VAT returns and compliance with tax regulations

Budgeting and Financial Forecasting

  • Contribute to the preparation of the annual budget in coordination with operations and programme teams
  • Manage accurate financial forecasting for the Brussels office and review those from the Kinshasa office

Required Experience, Knowledge and Skills

  • Degree in accounting, finance, or equivalent professional experience
  • Minimum of 3 years' experience in a financial role with hands-on accounting practice, ideally in an international NGO
  • Solid knowledge of Belgian legislation, accounting, and tax standards
  • Proven experience using Winbooks
  • Demonstrated experience preparing and submitting VAT returns
  • Advanced proficiency in Microsoft Excel for financial analysis and reporting
  • Proficiency in French is mandatory; English is a strong asset
  • Ability to adapt to an international and intercultural professional environment
  • Capacity to manage workload autonomously and meet deadlines
  • Excellent interpersonal and communication skills, with the ability to explain financial concepts to non-financial colleagues
  • Strong analytical and problem-solving skills
