Cobalt Congress 2025 : DRC Panel

In May 2025, Resource Matters’ DRC Country Director, Jimmy Munguriek, took part in the Cobalt Congress 2025 in Singapore, where he presented our policy recommendations for a cobalt quota system as an alternative to the export ban announced by the DRC government in February 2025.

He joined a high-level panel with leaders from ARECOMS, the Inspection Générale des Mines, the Entreprise Générale du Cobalt and the Chamber of Mines of DRC, the Responsible Business Alliance / Responsible Minerals Initiative, and Glencore (DRC), with the Cobalt Institute moderating the discussion.

As the only civil society representative on the panel, Mr. Munguriek brought an independent perspective to the discussion on how to implement the DRC’s strategic ambitions in a practical and equitable way. He argued for a transparent quota system based on objective criteria that go beyond production volumes, including local value addition and compliance with environmental standards.
