Workshop : Amendment of the electricity law
At the end of 2024, the Ministry of Water and Electricity approved a series of legal amendments that raised concerns among stakeholders, including civil society.
On February 28, 2025, stakeholders gathered at the Memling Hotel in Kinshasa for a workshop dedicated to this law, as part of an inclusive advocacy process bringing together a wide range of actors from the energy sector. Civil society organizations, public institutions, and technical and regulatory bodies—including the Agence nationale d’électrification et des services énergétiques en milieux rural et périurbain and the Autorité de régulation de l’électricité—took part alongside private sector actors such as ACERD and the Fédération des entreprises du Congo (FEC).
Participants exchanged perspectives and developed a shared understanding of the issues surrounding the legislation. They aimed to reach a common position by drafting an advocacy memorandum addressed to national authorities. They responded to concerns about the law’s adoption process, particularly its rapid validation and perceived irregularities in promulgation procedures. During the workshop, they analyzed the main weaknesses of the text, then consolidated and validated their observations collectively, strengthening the credibility and legitimacy of the advocacy effort.
