Makuta ya Maendeleo: Comments on the EITI 2020-2021 Report
On February 19, 2023, the Technical Secretariat of EITI-DRC shared the draft EITI-DRC report for the 2020 and 2021 fiscal years, along with certain annexes, for stakeholder review and feedback. Stakeholders were given until February 22, 2023, to analyze the documents and propose improvements. Given the limited timeframe, the Makuta ya Maendeleo Consortium focused solely on reviewing the 2020-2021 EITI-DRC draft report. This note summarizes the key observations and recommendations made regarding the report. Detailed comments are also provided directly within the draft report, annexed to this note.
The analysis shows that the draft report appears to be only a preliminary version that requires significant enhancements in completeness and data reliability to meet EITI requirements and the corrective measures set by the EITI Board following the 2022 validation process. Therefore, the Makuta ya Maendeleo Consortium recommends that the EITI-DRC Executive Committee refrain from prematurely validating this report and instead mandate substantial improvements before its adoption and publication.

These comments are the result of a collaborative effort between several civil society organizations active in the Democratic Republic of Congo, united under the Makuta ya Maendeleo Consortium. The consortium aims to enhance the management of revenues allocated to local communities in mining regions across the DRC.
