In 2018, the DRC Mining Code introduced measures to improve the contribution of mining revenues to community development in the country, including the obligation for companies to pay part of their royalties directly to provinces and territorial decentralized entities (ETDs)., and other levies to fund community development projects.

However, the lack of transparency and accountability in the collection and allocation of these revenues reduces the impact of these changes.

The Makuta Ya Maendeleo platform aims to fill these gaps. It displays information on the collection and allocation of these subnational revenue streams. This includes mining royalties that companies should pay and what they actually pay, what provinces and local entities should collect against what they actually receive. The website also includes detailed monthly export statistics per company.
