Since mid-2018, 15% of mining royalties in the Democratic Republic of Congo have been allocated to decentralized territorial entities (ETDs).

The Makuta ya Congo consortium, made up of six organizations active in the mining sector, presents in this report the findings of research into companies subject to royalties and the ETDs meant to benefit from them. The consortium collected statistics from 92 such companies, which between mid-2018 and the end of 2019 were expected to pay over USD 121 million to various ETDs across the country.

The identification of beneficiary ETDs was carried out by analyzing the location of mining sites and plants operated by companies subject to royalties. During this process, it was found that many companies operate in several ETDs at once.

As the legislation does not clearly address such situations, the consortium proposes concrete solutions to remedy the problem and calls on the government to adopt regulatory measures as soon as possible to fill the gap.
