Resource Matters’ 2021–2022 activity report presents its actions to ensure that the mining and energy resources of the Democratic Republic of the Congo (DRC) genuinely benefit its population. The organization focuses its efforts on three main areas: electricity, mining, and the fight against corruption.

Electricity

In the electricity sector, Resource Matters continued to develop the Congo Epela project, an innovative platform aimed at improving access to energy. By combining techno-economic modeling, field research, and data analysis, the organization identified the most suitable and cost-effective electrification solutions for different regions of the country. This work, carried out in collaboration with international and local partners, provides concrete tools for public decision-makers, investors, and civil society actors to plan electrification across the territory.

Mining

In the mining sector, Resource Matters contributed to strengthening governance and transparency in natural resource revenues. Through the Makuta ya Maendeleo consortium, the organization notably supported the adoption of a regulatory framework clarifying how mining royalties are distributed among local entities. It also developed revenue-tracking tools and strengthened the capacities of local authorities for more effective and equitable resource management.

Moreover, given the strategic importance of Congolese minerals for the global energy transition, Resource Matters advocated for greater local value addition and better consideration of corruption risks in supply chains. The organization also developed an innovative cobalt traceability platform aimed at increasing transparency and accountability among the companies involved.

Corruption

Finally, the fight against corruption remains a key cross-cutting priority. In collaboration with the “Congo is Not for Sale” coalition, Resource Matters contributed to major investigations, notably through the Congo Hold-Up project, which exposed large-scale embezzlement of public funds. These efforts aim to strengthen accountability and promote fair management of national resources.

Through these initiatives, Resource Matters reaffirms its key role in promoting responsible natural resource governance in support of sustainable development in the DRC.
